There should be a fuse box right below the power cord plug-in on the ballast. We recommend using a flat head screwdriver to pop the fuse box open, typically there is a spare fuse in the small box when you pull on the tab. You will want to switch this fuse with the one that is in front of the small box, containing the spare fuse. If that does not do anything, please try plugging your ballast into a different circuit than the one you are currently using. We have also included a video that will show you how to do so.
